More Wet Weather Expected Through Week
BOSTON -- With heavy bands of rain lashing the Bay State, sending rivers surging to flood stage and drowning roadways across the region, Massachusetts Gov. Mitt Romney declared a state of emergency Sunday.
As NewsCenter 5's Lynn Jolicouer reported, the governor enacted the state of emergency at about 10 a.m. in order to be able to call upon the National Guard to help out in flooded communities.
"The reason is that we want to be able to draw on the resources of the National Guard to assure that where there is flooding and where people need to be evacuated from vehicles that have stalled in the roadways, the National Guard can come in with their equipment and help remove people from those vehicles," Romney said.

Precipitation, gravity and the Kinetic processes of 'Turbulence.
It is that alterations to the behavior of rain fall patterning are a process of Turbulence in surface kinetic energy induction.
'Rain' will remain suspended until the actions of Gravity on that 'water mass' can overcome the 'kinetic processes' suspending that water mass, then precipitation is initiated.
If more water is falling in one place, it might be that a path to that place has been 'made' by Human rematerialing. This is exampled in the Sydney Basin, where the usual Catchment rainfall is showing defined downward trends. The region of the 'Basin' is however showing a trend to be 'filling' with "Human Settlement" and the rematerialing there in remanufacturing surface materialing.
Precipitation as snow fall is increasing inland as this 'rematerialing' process is also being continued by the natural processes of Drought on the still natural surface.
Also, storm actions will follow pressure differentials, and relocation of such as vectors will show where 'pressure' will 'draw' these processes.
When precipitation IS possible the amount of mass dropped can (and will often) be much larger (the mass/gravity interaction) and in 'new' places with regard to actual location AND mass of precipitation.
That is to say, rain might still fall 'where it should' but be much 'heavier that it has been', or will bypass the 'usual regions' and precipitate 'further down the track' instead.
This is all linked to kinetic energy, and its measures (being Pressure and Temperature).
This is also NOT 'climate change' but the alterations to weather patterning by the creation of new surface materialing within and by Human activities.
